I hope this is not the start of something bad. A lot of us have been saying that the striped bass population was not as healthy as some has said. All it takes is a poor young of the year like this and things start to go downhill fast. 
Killing flounder over 17" is tantamount to killing hundreds of thousands, maybe millions of unborn fish. Study's repeatedly have shown that virtually all flounder over 17" are female fish. There needs to be a slot limit, something maybe 14-16.5 with a 3 fish limit, to protect breeding stock females. 2 fish at 20" a day is still killing female fish. Frankly I don't think either of these so called expert organizations know what they are doing. I think it's more of a political dog and pony show than science.
