There is a hole in the bottom to speed up or slow down chum. A standard 1” drain plug fits (plug not included)
A slightly thawed out standard store bought chum block will fit it there

The pictures do not show but I have added a couple holes at the bottom to attach a weight to keep it vertical in the water column. I added a dive weight to mine with some cable ties.
I use this system king mackerel and cobia fishing and it works great.
Toss a handful of bunker in there and the slick begins.
