Never fished out of the OC before so I really don't know what a go/bad weather forecast looks like. This is the forecast for the week:

NW WINDS 20 TO 25 KT...BECOMING W 10 TO 15 KT. SEAS 5 TO
6 FT...SUBSIDING TO 4 FT LATE.

SW WINDS 15 TO 20 KT. SEAS 3 TO 4 FT. A CHANCE OF SHOWERS IN THE
AFTERNOON.

TUE NIGHT
W WINDS 20 TO 25 KT...BECOMING NW 25 TO 30 KT AFTER

Obviously the beginning of the week is out, but what about Fri. and Sat.? Are three foot seas normal for the OC? Also, are 3' seas the same/similar to 3' chop in the bay?

You should be fine with a boat over 20ft. (hopefully something with some V in the hull and not a skiff) I've never fished in the bay, but I imagine a 3' chop in the bay is much worse than 3' in the ocean which will be much further apart. Check out data for the bouy off fenwick Island and see what the period between swells is. Be careful though, its only tuesday and its january. They can't give an accurate forecast 2 days ahead of time in the middle of August with a Bermuda high sittin over the coast!
