What is the technique used for catching spot without using a throw net?
Where would you locate spot during the Labor Day time frame?
Also I’ve seen articles where fishermen have used strips of Blues for bait. Is it legal to use a Blue that was caught on a rod and is legal size for bait?

Any canal in OC will have spot in it. Look for a place where people clean there fish. Use tiny hooks like the ones used for salmon eggs for trout fishing and a small split shot on an ultralight rod. Best 2 baits are bloodworms and fresh clam. If you can get a tuna carcass or leftover flounder, blue, anything carcass, throw them in and fish on top of them. You'll load up.

I would also use sabaki rigs, I know it is not necessary to use bait with these, but I usually put a very small piece of clam on each hook. Then I fish in a canal around the docks or pillings.

Some stores sell a 3'x3' net that is lowered to the bottom.Put a crushed up crab in a stocking and tie it dead center.Leave it for 5-10 minutes-then pull up quick.You can catch alot of spot this way. Skip

When I used to run charters out of OC I'd drop a pinfish trap with crushed up crabs next to the pier off my boat to catch them overnight.

Its been a while but I used to clean fish at OCFC and when it was a little slow used to catch a lot of spot right under the cleaning station and give them to some friends of mine for bait. I'm sure there still there. The key is the small hooks.
