When I saw leaving a sign "gone fishing" in the article, I thought UTT OHHH. The nasty characters will do the same.

I was thinking that some sort of FREE permiting system would work better. I do understand that nothing is free though.

I see you folks are thinking along the same lines.

"3) Consider implementing a permit/sticker system that lets law abiding citizens to continue to have access to this public resource while allowing the Norfolk police to know clearly who can be at the boat ramp after dark. Those wanting ramp access after dark could fill out an short (half page) application including presenting a legal drivers and Virginia saltwater fishing license to be issue a sticker for their nocturnal use of the boat ramp. A no-cost permit/sticker is desirable. However, if necessary, a nominal fee of like five dollars to cover costs is acceptable."
