I usually fish in MD but will be going out of OC NJ soon and was wondering when the stripers show up offshore and what techniques are used (troll, chum etc.). Thanks for the help.

What do you mean by offshore? I assume that you know you can't take striper's more than 3 miles from shore?

I didn't know that. Is that true just for Delaware or an East Coast thing?

It's an East Coast thing. There is a zone from 3 NMI to 200 NMI offshore where it is illegal to have stripers in your possession as I understand it. If you read the VA and NC boards during the Winter, there are a number of threads where people have been picked up for straying across the line by just a little bit with stripers on board...
FWIW, the governing body is considering opening this zone for limited recreational fishing in the near future. Public comment is being solicited currently...
