It's not for game fish, not sure on non game fish. Check with DGIF.

Actually, I read that it was illegal in VA freshwater. However, it WV it's totally legal, in most places.

I know you can bowfish, but I dont know what fish is legal.

Bowfishing for rays on the lower Eastern Shore is popular here.

No - eat them. Rays taste (no kidding) as good as chicken if you don't screw up the preparation. If they were legal to spear, we could get some ray filets, although I'm not real hype on getting whipped by a barbed tail if you don't stone it O:
