Good shore dive for spearing the Chesapeake Bay

Perhaps this sounds like something surreal, but I was hoping (key word) to be able to do a decent shore dive to spear some rays, as that seems to be the only edible thing in season right now, from somewhere off the Chesapeake Bay. Places that come to mind are maybe Sandy Point State Park or Chesapeake Beach and various like spots. Looking for the poor man's way to get some decent spearing not far from where I am near DC (an hour or a little more away).

HOW DID YOU MAKE OUT THIS PAST WEEKEND DUDE ? MAN ITS A GOOD THING Y'ALL DIDNT MAKE IT DOWN HERE BEEN 20 TO 30 MPH WINDS FOR THE LAST 4 DAYS = 4 FOOT IN THE BAY AND 10 FOOTERS ON THE OCEAN !!

Didn't do much other than wet a line in the Potomac River here near DC, and the conditions here are pretty awful, too. The water is mud brown, and nothing's been washed out yet.
