Read the other day that the Governor might have to extend the session if they don't come up with a transportation bill compromise.
If he keeps them in session until menhaden season starts that means he can't act on the Menhaden cap, yes?

Unfortunately, that is true. For him to declare a proclamation, it has to be 30 days before the start of the season and the General Assm cannot be in Session. The current planned recess is 3/11 and the season starts May 1, so the window for him to act is 3/12/ to 3/31.....maybe
