Lower unit issue

When I bought my boat one of the cavitation plates had a piece broken out of it. Took it off and had standard marine weld a piece to fill it in. When I put the unit back on the motor will start and rev but it won't engage. Is there something I'm missing here? It just slipped back in and I didn't see anything that looked like it needed to be hooked up.

You must not have hooked up the shift linkage. thin rod that runs parralel to the shaft with a spline on the end if I remember correct. Martin
