I don't do pots, but the answer is NO!.......................... not 100% of the time.
You really asked an open ended question subject to many variables.
For the most accurate answer you should define what "best" means to you in this interrogatory.
ie. "best" = least expensive, or easiest to obtain, or lasts the longest, or preferred more by crabs, or some of the choices, or all of the choices, or none of the choices mentioned.

Depends where and when you are setting the pots. Time of year sometimes dictates the bait and whether you can get it. I use razor clams early in the season and bluefish or bunker later in the year.

when i was potting a few years back out of deal, i always used bunker untill the blue fishing got good, than i would go to the charter fleet at happy harbor and get all the blue fish heads and carcuses they had...it was great bait.. what ever you choose, make sure it is as fresh as you can get...crabs like fresh bait.
