Is this a top end motor or low end tourqe motor. Seems a little sluggish. My 15 2 stroke seemed more responsive. Its a 2000 model. Thinking about buying it.

Nature of the beast, a 2-stroke is more responsive. Try less pitch on the 4-stroke prop.
