99 Mercury 40 hp 4 stroke problem

I was wondering if anyone here has had any reaccuring problems with the floats sticking in the carbs. I have had the carbs rebuilt twice and still have the same problem over and over again. I was told by Almars in Del. that there was a possible recall on the carbs from that year but have not been able to find this out for sure yet.
