I had the bottom of my boat painted last year, and only after a month after pulling it up on the trailer, it was chipping off in spots. Is this normal? Should I touch it up in the spots it's chipping, or should I have the whole bottom redone?

No, chipping reflects it's surface prep. Sand the areas smooth, wipe with solvent and spot coat with same label paint. you shouldn't have to to do the bottom again if there is adequate surface coverage. However, it's a good idea to haul in mid-June for inspection, cleaning and repaint if needed.
