Are the numbers people say like 450 line 500 line etc the last three horizontal numbers on a typical NOAA chart? For example, the 450 line would come close to the triangle wrecks?
I'm hearing different things from different people. Thanks! Joe.

Loran lines. You need to look at a chart with the loran lines

Like Glenn said, they refer to loran lines.
In this portion of the mid Atlantic loran lines are usually refered to as the 2 line and the 4 line. The 4 line runs generally East/West and the 2 line runs generally North/South. Most people gives their position as where they are on the 4 line, such as the 450 line or the 500 line, and the depth which will tell how far East they are.

It is also pretty easy to figure out how far someone may be from you...ie if someone says we're on the 450 line in 50 fathoms and you are on the 400 line in 50f, you are about 5 miles away

You need to make sure what inlet someone is reporting out of. OI 450, HI 450, and Rudee 450 are not the same. There are numbers in front of the reported numbers that people leave off. 40450 41450 etc. Look at a chart. People out of Rudee and OI do fish the same numbers around the 000's.
