I was just reading my newest (Aug 25) "The Fisherman" and the regs are Summer Flounder 17" with a limit 6. Also keep in mind that Black Sea Bass minimum is 12 with limit of 25. Open season 1/1 - 9/1 and 9/16-11/30. I guess this means you throw them all back from 9/2-9/15. Information is from "The Fisherman" page 3r.

30 Aug at 1030, Confirmed with the Marine Resources in Newport News. There is no closed season on flounder in VA. The size is 16.5 inch with a 6 fish limit. Sorry, It slipped my mind to ask about the sea bass.
