Just got off the phone with the person at Liberty reservior,they said you CAN use kayaks and you Can fish from them. You need a permit ,it will cost $50. Call 410 795 6151 or 410 795 6150 . That includes Pretty Boy and Loch Raven.

Really great news. Thanks for sharing. Do you have to sign an affidavit saying you only use the boat in the reservoirs?

The permit is for Liberty & Pretty Boy,Loch Raven has a seperate $50 permit.
