Comar allows that any holder of a Commercial Tidal Fishing License is also allowed to recreational fish (tidal) and crab. I can't remember off hand what the article is, but I think it's in the Natural Resources section.

C-Hawk18 is correct (as usual). At the Watermans Expo this year I had a heated discussion with 2 NRP Officers, 3 DNR officials, and one TFL license holder, all of whom were adamant that the rec fishing license was NOT included with the Commercial Tidal Fishing License.
After searching COMAR, they had to change their story. Anyone holding a Commercial Tidal Fishing License, including a LCC does not need a separate recreational fishing license in MD to fish in tidal waters.

That only entitles the holder of the permit to fish.
The boat will still need a "Sport Fishing Lic" for anyone else on board.
or any other occupant will need a rec license.

I have a rec. fishing sticker on my commercial crab boat. Do it that way. No problems.
