This is a prime opportunity for anglers and off road vehicle users to provide substantive comments on a draft Environmental Impact Statement (EIS) on the Hatteras off-road vehicle management plan.
The National Environmental Policy Act (NEPA) requires the federal government to publish and make available a draft EIS that analyzes a reasonable range of actions, their environmental impacts, and related social and economic impacts for any "major federal action" with significant environmental impacts. In this case the major fed action is the development of an off-road vehicle management plan. The feds are required to consider public input and include a response to public comments in development of a final EIS and the associated Record of Decision on the action.
