What are some way to remove Branacles?, i have useda power washer and it has failed me, on off has not been working, so any other ideas.?

When they are wet use an ice scrapper.

The best tool I have found is a drywall taping knife ,get 6 and a 4 and a full face shield as it is nasty gross work.

Make sure it's a PLASTIC taping knife.

the boat has been sitting all winter, so the barnacles are dry.

They will pop off with a plastic taping knife. Really, I have done it

Try to locate a more powerful pressure washer. If they are dry and dead, a commercial grade power washer will take them off.

i need to remove the barnacle rings, whats left after they come off

Just thought i would say, the best thing i have found was a combo of muraitic acid, and a paint scraper from a hardware store, the combo works really well, and i just finished the final coat of ACT, she going in this week

I hope your talking about a hull that already had anti-fouling paint applied. If not your problem is bigger then just the barnacles. Once they have penetrated the outer layer of the gel-coat, the under-lying fiberglass is subject to water intrusion and will eventually cause de-lamination of the glass.
As for removal -- try a hull cleaning service that uses crushed walnut shells. I've heard they work great.

the had already been painted, with anti fouling paint, ablative paint. it was done by a marina the first time so it has a 2 coat base/primer and then the ACT.

Mary Kate On-Off bottom cleaner. WATCH OUT ! This stuff is nasty as it is some combination of acids. Use eye protection and keep it off your cloths and skin. Rinse everything very well with water.

i found out that for chemical soulution, on-off is the best ... the sad thing however is that i foud this out to late,
