Where do you find the lowest price shrimp bait?
What is the best type of shrimp to buy? Frozen, fresh, with or without heads?

this may not be the best advise but i have had as good luck just going to the local store (walmart, winn dixie) and getting whatever frozen shrimp they have on sale and there is an added benefit; if you keep them on ice and clean they are just fine at the end of the day to eat along with the fish you catch.

I fished two nights running last week with squid and shrimp, top and bottom hooks. The first night it was with $4.99 a pound headed eating shrimp. 10 croaker 8 on shrimp - 2 on squid. The next night was with frozen head on bait shrimp $2.29 a box (8 oz or $4.58 a pound) and squid same deal, 25 croaker none on shrimp. Go figure.

Walmart.......They have it for $3.98 a pound right now. I just bought 10 pounds and froze it in 1/2 pound packages ready to go. Shrimp is great bait and will ketch a variety. I really like to tip a bucktail jig with a small piece, it really makes a big difference.

Im a walmart shrimp buyer also. Shrimp for me is a boom or bust bait and I like fresh as I can get bait. Bust days have a silver lining as when I get home I eat the bait. Its a win win situation. Bait store shrimp in my opinion is bait because its not good enough to eat and probaly has already been frozen and thawed a couple of times then you freeze and thaw it a couple of more times.

Food Lion 60 to 70 count at $3.99 has been working out Great for me, take em out the freezer when you head out the door and let'em thaw on the way. If frozen works this well I might have to get some fresh and give it a try, like Bobby says you get to eat what you don't use, fish and shrimp sounds good to me.
