Been in the Coast Guard for 18 years. Never knew of anyone who retrieved a body with PFD on except when deceased was in frigid waters for extended period of time.

I encourage everyone to wear one all the time and demand it of anyone on my boat. Sometimes folks let pride get in the way of safety and it is their love ones that suffer dearly as a result.
