According to the North Carolina Fisherman’s Post there have been good numbers of flounder and some speckled trout just north of Rodanthe being caught on gulps and live baits on Carolina rigs. The speckled trout are also going strong in the sound mixed in with some puppy drum both on live baits and soft plastics.

The Spanish mackerel are feeding around the point using metal lures through the surf. Also active at the point are bluefish, some red drum and shark; the drum and sharks are being attracted by soaking cut baits. You will also find the red drum feeding in the sound biting on cut and live baits or large bucktail jigs. This area is also seeing a good number of speckled trout.

Northern North Carolina Tidal Waters Fishing Reports (Ocracoke Inlet to Surf City)
Summary for the region from the North Carolina Division of Marine Fisheries:

Ocean: Offshore catches were hit and miss. Some days anglers caught very little and other days, they landed limits of dolphin. Anglers also caught wahoo, Atlantic bonito, little tunny, amberjack, skipjack, yellowfin and blackfin tuna. Billfish catches improved; there were nice amounts of sailfish. Ocracoke and Hatteras anglers fishing on bottom in deep water caught plenty of blueline tilefish, vermilion snapper, blackbelly rosefish, snowy and yellowedge groupers. Anglers fishing three to four miles offshore from Duck northward to the Virginia line, caught red drum and striped bass. Near-shore anglers caught a variety of species consisting of sea mullet, spot and black drum.

Inlets/Sounds/Bays: Anglers continued to target spotted sea trout and flounder, and had the best results at Oregon Inlet. They also caught large spotted sea trout in the Croatan and Roanoke sounds and in the Rose Bay/Swan Quarter areas. Very large sea mullet were caught throughout the area, along with sheepshead, black drum, and spot.

Piers/Beaches: Anglers primarily landed spot, croaker, and kingfish along with a variety of other species including weakfish, spotted sea trout, pigfish, pinfish, silver perch, black drum, sheepshead, puffers, pompano, blue runners, sea robin, Spanish mackerel, bluefish, striped burrfish, flounder, black seabass, Atlantic cuttlessfish, skates, rays and assorted sharks. Anglers saw fair catches of cobia and king mackerel off of piers, especially at night.

Central North Carolina Tidal Waters Fishing Reports (Ocracoke Inlet to Surf City)
Summary for the region from the North Carolina Division of Marine Fisheries:

Ocean: Poor weather kept many boats at the dock. Those anglers that went out managed nice catches of wahoo and a few dolphin. Spanish and king mackerel kept fishermen busy closer to shore. Anglers reported big Spanish caught on live bait near Cape Lookout, Artificial Reef 315 and along the beaches. Headboats and bottom fishing anglers landed catches of gag grouper, black sea bass, red porgies, amberjack, vermilion snapper, white grunt and a few king mackerel.

Inlets/Sounds/Bays: Small red drum, spotted sea trout and flounder were biting in the morning around the Haystacks area and into Core Creek. Larger flounder were caught near structures in the N.C. Port turning basin on live mullet or mud minnows fished on the bottom. Flounder were also caught around docks and in deeper water of the sounds. Sheepshead were biting on fiddler crabs and sea urchins at any structure. A few large red drum came out of Pamlico Sound; anglers used a drum rig with menhaden and fished at night. Those fishing in the Neuse River reported catching large numbers of striped bass on top water plugs in the morning and on overcast days.

Piers/Shore: Anglers fishing in the surf caught black drum, flounder, sea mullet and Spanish mackerel. A few tarpon hookups were reported as well, mostly from those who were king mackerel fishing. Anglers also caught nice flounder and sheepshead, as well as a few tautog, at the Fort Macon rock jetty.

Southern North Carolina Tidal Waters Fishing Reports (Surf City to North Carolina line)
Summary for the region from the North Carolina Division of Marine Fisheries:

Ocean: Offshore fishing was limited due to rough weather. Anglers who went out caught some nice wahoo and dolphin. Bottom fishing at depths of 110 to 120 feet yielded red, gag, and scamp groupers, along with vermilion snapper, red porgies, and black sea bass. There were no reports from anglers targeting king mackerel in the 70- to 80- foot range. Near-shore reefs produced great catches of flounder.

Inlets/Sounds/Bays: Heavy rains limited fishing. Anglers targeting flounder caught some nice fish in the 2- to 4-pound range in the Cape Fear River, with some fish weighing more than 10 pounds. Fish were caught from the mouth of the Cape Fear River to downtown Wilmington. Red drum and black drum were caught in the local creeks and bays and in the inlets. Spotted sea trout were landed around the Little River rock jetty, with the best bite coming in the early morning. Sheepshead and black drum were found along bridge and dock pilings and along the Masonboro and Little River rock jetties.

Piers/Shore: Anglers on area piers caught sheepshead, flounder and trout. There were low amounts of spot, sea mullet, and croaker, along with some nice pompano. Anglers fishing from the surf reported some nice pompano along with some sea mullet, red drum, and some keeper flounder.
