Im a shore bound fisherman. Here are my goto rigs.
I like to toss Berkley gulps in different patterns like the swimming mullet, jerk shad, bait fish, pogy and sand eel. I like to use them in the 3-5 inch range. I use a 1/4-1/2 ounce jig head in the color of red it works for me the best. The Gotcha brands will suite you the best. Jig it or drag it along the bottom and wait for that tell tail pull or wiggle that a flounder makes wait a second or two and set the hook.
I also like to use minnows or finger mullet when in season for live bait. I like to rig up a Carolina rig. On the rod mentioned above I like to use either a 1/2 or a 3/4 oz. egg sinker a bead a barrel swivel a short piece of leader material and a live bait hook.
I've played around with making a few flounder rigs myself. I use the 1/8 aluminum pop rivet and the silicone skirts for spinner baits. The jig skirts are held together with a small rubber band that slides easily over the shaft of the pop rivet. A drop super glue keeps it there. Add a few beads and the blade of choice on a clevis and your good to go. All you need is a piece of flounder belly and hold on.

I fished for flounder many times and this is the biggest producer for me and it seems to work everywhere I go ..

The one thing no one has talked about is what kind of meat are you putting on the hook? When I fished in De. Bay for flounder excluisvely, I always used a squid strip and a large minnow together. Also used was flounder belly, bluefish strips, small spot, shark peices, etc.
