In speaking with CG maritime Law enforcement officials this ID is only required by those persons working directly at port facilities (IE: Commercial docks and piers or on merchant vessels). Charter Captains do not need them.

The Transportation Security Administration will open an enrollment center for transportation worker identification credentials in Chesapeake.
The center, at 814 Greenbrier Circle, Suite F, will open Feb. 29, according to a Coast Guard news release. It will be open from 8 a.m. to 5 p.m.
The program will do security checks on port workers, longshoremen, truckers and others who have unescorted access to port facilities, the release says. At least 45,000 Hampton Roads workers are projected to need the cards, part of more than 1 million workers nationwide.
The cards will be required at the Virginia Port Authority's three Hampton Roads terminals and at about 40 private terminals and facilities in the region. A standard card will cost $132.50 and will be valid for five years.
Congress mandated the cards in 2002 to help guard U.S. ports against terrorism. The program has been plagued by repeated delays, cost overruns and concerns about the background checks required to get the cards.

Great, after I made an appointment in Morehead to go get mine next week.
This is confusing, one paragraph says "all USCG credentialed indiviuals" the other says "Merchant Mariners needing port access". I would say that a fishing charter capt. would not need it. Looks like another way for the feds to make money.
Just one more way for the "man" to keep us down.
We had USCG folks at our Virginia Charter Boat Association (VCBA) meetings last month, and it was explained to us that it is required for ANYONE holding a USCG license or MMD (Z-card). Regardless if you need to get onto a maritime facility or not.
cbdaddy, everyone holding a liscence or mmd needs one. and yes its all about the money, its the same form as a liscense app., just with a different header on it.
bring your check book.
danny
Another pencil/paper pushers dream.......more idiotic crap to deal with.......wonder what moron though this up??
So here is the question if i can get my card there are they going to authorize these guys to do my fingerprints for my renewal instead of having to lose a day of my life to go to baltimore or charlston.
