Just wondering what I can expect to pay to get the water pump replaced on a 1999 200 HP Johnson Outboard.
Just wondering if this a $200 fix...or a $500 fix.

Bout $50-$70 in parts plus labor should be more like a $200 then a $500

If your handy with tools this is not a very hard job. I feel everyone should own a mamual to their motor so now would be a good time to buy one. It will give you easy to follow instructions on how to replace your impeller. The first time you do the job it will take a couple of hours (max) and the next time it will be much easier.
the impeller is not a hard fix at all, i have an early 80's 90hp Johnson ob and it takes me less than two hours to change the spark plugs, drain the lower unit oil and change the water pump

I won't say where (don't want to start anything) but my quote for changing the lower unit oil and replacing the water pump was over $500.
Unbelievable.
I did mine last summer and it cost me about $75 and that covered the impeller, housing, and both thermostats. It took about an hour and a 6 pack. I have a 200 hp outbd as well. It was my first time doing one and it was alot easier than I had thought it would be.
$50-75 in parts and 1 hour labor at any respectable shop. Talk to 'em real nice and sometimes they will even do it while you wait. Otherwise, it is easy to do yourself.
