I cooked one once and it was not worth the trouble. Cut of the wings as soon as possible and soak them in briney water to leach out the blood. Cut into chunks roll in corn meal and deep fry.
The cow nosed rays in the upper bay are not very good for eating IMHO. Which is too bad cause there is a lot of meat. If you get a real skate (stingray) that would be worth a try. I have heard that is what 'sea scallops' are made from.
