How old is the impeller? May be time for a water pump overhaul. Check for blockage in the tell-tale (pee hole). Your post is bit confusing - if it has pressure but not a solid stream check for blockage in the tube. Even with some blockage it should be steady. The tell-tale feeds directly off the water pump. If the water pump is more than 2 years old it needs to be checked. I clear mine with a shot of compressed air @ 125psi.

I am going to remove the rubber hose connected to the discharge hole and clean it out and check the hole with a pipe cleaner. The engine is eight years old and the only problem I have had was a bad coil which was covered under the Mercury warrantee. Is changing the impeller hard? What kind of maintenace is needed for the water pump and is it hard to change?

On mine the there is a fitting at the exit end of the hose that has a smaller hole than the hose. I had some crud clog it up a few times. the first time I took the fitting off and it got better. After that I kept a piece of weed wacker line in my motor well. When ever I was wondering what was going on I would snake it up the fitting and things got better. I would suggest the weed wacker line first.

I had the same problem with my Merc 150. If you haven't replaced your impellar in a couple of years you should definetly do so. It's a fairly simple fix but goes smothest with 2people. Also, if you haven't replaced your thermostats in a while you should replace those as well. You would be surprised how quickly salt water can fowl those up.
