I have a 1999 25hp Mercury Outboard - Manual/Tiller model - 2 stroke.
On Sunday I left the ramp with the motor running "rough", just sounded noiser then normal and was not idleing smooth. Later in the day when I shifted into neutral the motor started to rev up high which is not normal. I figured I better head back home. On the way home at full speed, the motor seemed to cut out, almost like it was running one one cylinder, just sounded like the power was cut in half. Shortly after it cut out completely.
I waited 5 minutes and tried to start it again. Gave it 3 pulls and nothing. On the 4th pull it just seized up compeletly and I could not turn the fly wheel at all.
Luckily I had a friend close by and got a tow into port. Looked at it last night and I still can't get the fly wheel to turn at all.
Any ideas on how to fix it?
Thanks.

Sounds like there was an oil problem. It'll need to come apart and probably need a powerhead.

Hate to say it but I agree with Bob H.
You should be able to remove a plate on the port side of the powerhead that will allow you to see the exhaust ports. That will at least let you see the condition of the side of the piston, possibly the wall of one cylinder. To little oil in the mix will cause problems on the cylinder walls, pistons and rings before it kills the rod bearings.
My guess is that your pistons and cylinder walls are one. My father ran straight gas thru his 6 month old chain saw once. Ran great for all of about 1 minute. He now has an expensive parts saw in the shed. (It was cheaper to buy a new saw than it was to buy the parts needed to make it work again)
