Rod tips are usually put on with either furrule cement or epoxy. If it's furrule cement, just gently put a hook or paperclip in the tip ring and pull slightly while holding a match on the section that in on the blank. You want to use just enough heat to get it off.
If it is epoxied on, then you may have to cut it off. But there is a small chance you could put it in boiling water which sometimes can soften the epoxy enough to get it off. Some rodbuilders use this method to try to take reelseats and grips off. Sometimes it works and sometimes not. Just be careful not to over stress the blank.
