looking to come down and vacation on the gulf side. Late summer or early fall. I want to fish, wife and kids want a "nice" beach for shelling, wading, watching animals and exploring with nice clear water. All want "cheap" (relative, i know)

which spots in the panhandle are favorites for nice beaches plus surf fishing plus clear water plus affordable? Prefer less crowded as well, I know I'm asking to have my cake and eat it too but hoping for some input on the panhandle as I've only been to the atlantic side in the past.
