Divide the bay into thirds length-wise (N-S).

Only allow purse seining for pogies in the center from the MD/VA line to the mouth of the bay.

That leaves two thirds of the bay to allow the fish to migrate up and down freely.

Ok how about keeping the current seasons and boundary limits but outlaw the use of spotter planes?

This game is either "on" or "off".....another way to say full open or all the way closed. Any type of moderation only makes sense......that's the problem.
