could be a bad motor, if you need to get it out...just realease the pressure that should be on the side of the motor... lift the motor up and then tighten it back up for pressure.
I have a honda that is stuck in the down position. Neither of the switches work and I don't hear a anything at all. Boat is in the water and need to get it out if not a simple fix.
Anyone have any thoughts on possible issue?

I don't know about Hondas, but my Johnson outboard has two relays that control up and down. My motor acted like you describe and it was a bad relay.
What G daddy said. If they do have two relays just switch them arround and it will probably go u and not go down. You then know you need a new relay.
On my Johnson 150 it would not raise and I found that the wire on the regulator/rectifier had burnt off and now it doesnt work. Going to replace that first and go from there .
Possible causes - bad switch, bad wiring, bad fuse, bad relay,bad trim motor,dead battery..some troubleshooting is in order to determine the exact cause.
there is a manual release that will enable you to raise the motor by hand.
My 50 johnson had the same problem,found a cut wire in the wiring harnes.
pepsi man check for a manual lever to move to outboard up and down. Could be the trim motor or a wire cut possibly..?
