I am just wondering if you guys down here get the winter / spring runs of yellow and white perch? Where at? That is always the first sign of spring fishing up north where I come from. Sort of like Doves in Sept.

Where are you talking about when you say down here? More specifically what area of NC are you asking about?
I was hoping streams, rivers, marshes etc off the Albemarle and Currituck. Anything happen there?
There is a fairly large amount of white perch in the Albemarle sound area all the time. It is just a matter of what time of year it is and what the water temp is during that time of year. You can normally find them just about anytime during the year depending on where your looking and how far your willing to travel. The best time to fish the smaller bodies of water is spring through late fall. It is a bit too early to be looking for them up in that type of water just yet. I would wait until about late march to mid april depending on how warm it is to start looking for them.
If you put in at the Elizabeth City Ramp you can head up the Pasquatank, just need to check with the guys coming and going, Perch are not really a fish people keep secret, with this winter being fairly mild I would expect they may be able to be found in some of the deeper sections
North River has been active with fish all winter, not sure if they were perch or stripers but the water never really got cold.
But as ncsportsman252 said perch can just about be caught year round
