The article said that gill nets are a problem, not poachers. Sturgeon are easily caught in gill nets of just about any mesh size because they don't see well. They are occassional bycatch - and discarded, dead or alive. I'm not sure what coastal gill net fisheries generally target, but that's not really the point. There are so few sturgeon that what are caught are normally juveniles that are roaming around looking for new habitat.

yes. legal gill nets are a problem for them too. illegal gill nets wipe out rockfish. legal gill nets finish off sturgeon

Did a quick google search and found this collection of notes from a bycatch meeting in Feb 11 hosted by NMFS. The notes point out interactions with recreational fisheries - some larger than I expected. It looks like most of the gill net interactions come from gill nets that are soaked for more than a few hours (overnight) targetting striped bass, monkfish, shad, and dogfish. I just skimmed the notes, but it looks like a pretty good discussion took place.
