    It's a stupid bill, and apparently not designed to prevent large gatherings, party-like or otherwise, and the keyword here is, SPONSORED or UNSPONSORED, take your choice.

    The part about moving the responsibility from the DNR to a sponsor, which would require only a minimum reduction in NRP at such events, if I read it correctly, makes it a stupid regulation, maybe even unenforceable. Then there's that 50-count thing, yeauh rrrright.

    Only way to reduce illegal activities at these events, sponsored or unsponsored, is enforcement, as I see it.

    They want an official organizer so they can hold them responsible. Still need the same level of enforcement. 90% of the folks are well behaved, 5% are marginal and 5% are the real problem............Gary

    What they want, and who they accuse, could be two different things. Not sure even they have a firm grasp on that concept.

    Nobody "asks", "organizes" or "sponsors" all those boats to show up on the water for events like fireworks, Canal Days, et al.

    Looks like this whole idea is sour grapes directed toward selected gatherings based on complaints from an affected few.

    I wonder if the state or city will be required to get a permit this summer for the Star splangled banners 200 aniv. I'm sure they will more then 50 boats gathered to see the tall ships come in and watch the blue angels.
