I would suggest that everyone share this to all friends and scuba/fishing list. The good reading starts pg 102 and unless I'm reading this wrong they plan to require permits and there will be a fee involved. The predicted budget over five years for managing everything seems as much as what it cost to build the ships before they sunk. In a time when there is no money to pay school teachers and having to put up tolls to build tunnels this seems a bit over the top to me. I would think someone with more legal understanding should take a closer look. The sanctuary will go to almost the VA,NC border and almost to Cape Lookout per-page V11. I imagine it only stops there so to get a foothold now, then conquer Morehead and the North which is more capable of taking on the fight but the foothold will already have been made. With such a big budget required they would have to expand(North and South) it very fast to collect fees/permits to pay for it. I hope I'm reading it wrong. Is that how everyone else reads this.
I scanned through the document and it looks like they want to cover all the shipwrecks in the area. Divers appear to be the most affected, with permitting necessary for any military ships, or ships sunk by subs, etc. Fishing regulations for recreational fisherman (that's me) or charter boats may be affected if fishing isn't allowed over the Dixie Arrow, for example. I have dove and fished that wreck successfully.. I would hate to have to fill out a form, pay a fee, etc. to be able to fish/dive the wreck.
We do need to protect the Monitor and the subs especially from those that steal artifacts... this is not a finders keepers situation as some divers assume..
You will not be allowed to bottom fish the wrecks and it is not just the wrecks you named but includes an area as not stated yet as no boundaries are given. Unlike the great lakes where cold freshwater perseveres the wrecks, the ocean saltwater eats away at the wrecks this cannot be stopped only by removing it from these elements as they did with parts of the Monitor, recovery of items is the only way to save them. While I do not agree with some peoples recovery goals and procedures in the end everything will rot anyway. Just look at how bad the Titanic is and no divers have been on it only a few small manned subs which Ballard claims is destroying the wreck and he suggest painting it. The guy is on LSD. Who will pay for this dumb shit.........the tax payers.
