Boat fishing lic. & Charlotte Harbor question.

Hi all,
I am in the process of purchasing a house in Port Charlotte and have two questions about fishing licenses.

1) Does Florida have a saltwater recreational boat fishing license that covers everyone on a boat? I searched the fishing regs web site but only found reference to it; I couldn't find a cost anywhere. And,

2) are all the tidal areas of Charlotte Harbor considered saltwater for fishing license/regulation purposes? Namely, I'm looking at areas like Alligator Bay, the Peace River, and the canals that run into the neighborhoods of Port Charlotte and Punta Gorda.
