DNR can not be every where - they need our help to stop poachers. Give them as much info as you can. These officers really care about protecting the resource from poachers.
If you see some thing odd - give DNR a call. Heck , there is even reward money some times.
I can not imagine a rec. taking time to bait two or three 1,500 foot trot lines to get crabs for dinner. That much effort - sounds like he is selling them. The bait bill alone for that much line could buy a bushel of #1's.

We have problems following the rules set from both Rec and Com.. The only way to address these issues is to report them. Complaining will never fix anything. Talking to a friend this past winter he informed me that a rec he knows and has crabbed with, crabs the northern rivers later in the summer and then sets up shop at a beer distributor selling steamed crabs. The reason my friend told me about it was because I pay Maryland $410.00 per year to be legal and this other Pa. creep pays nothing and laughs about it.
In the past I looked the other way myself. The only one that ever gets hurt is the honest guy. Elk Neck State Park is a common place for unloading boats only to head out for more.
If he does not have a commercial license and is transporting the crabs over state lines then selling them, he is in violation of the Lacy act which is a federal law with big fines, etc. attached.

Not all states have laws that prohibit the sale of recreational caught crabs, what happens when crabs are caught legally & then transported to a location or state that does not prohibit the sale of crabs?

Lacey act violations only occur with illegally caught & transported & sold fish & seafood.
Example. . If you catch them. without a commercial license, in Virgina and sell or barter them ANYWHERE you are breaking Virgina law.
If you sell them in a state other than Virginia then you are breaking the Lacy act which is a federal offense. The Lacy Act covers carrying "illegal" seafood across state lines.
Do people do it and not get caught? . . . . on a regular basis.
