i have a commercial lisence and was wondering if i could let my brother in law or a family member use my boat and lisence.was told a few years ago that i could but a dnr police agent told my bro in law its illegal.any body know the truth to this.any help would be appreciated thanx in advance.

Yes you may allow someone to use your license.
However the rules for allowing someone to use your license have been modified this year by house bill 1372 & the modifications go into effect on July 1 2012
you will now have to designate the user & fill out a form provided by the DNR. & there is restrictions that apply,, if you are contemplating this , the time to fill out the paperwork is now, it will take an inquiry to the DNR to obtain the paperwork,
