    Default Important detail regarding Draft Addendum IV / public mtg locations

    This is a bit long but a very important read....

    SFAC and TFAC Members, Proxies and Interested Parties - Please find below an Atlantic States Marine Fisheries Commission (ASMFC) press released announcing the release of Draft Addendum IV to the Interstate Fisheries Management Plan for Striped Bass. The press release includes a weblink to the Draft Addendum, dates of public hearings and a deadline for public comments.

    While we have spoken to you about the development of Draft Addendum IV at your Spring and Summer meetings, there remains a lot of complexities for which may be difficult to understand by simply reading this document. We encourage you to review the document completely and not focus solely on the management options, and don't hesitate to ask us questions.

    A public hearing will be held on September 25th in Maryland (details below). Public hearings for the Potomac River Fisheries Commission in Colonial Beach, VA and Delaware Natural Resources and Environmental Control in Dover, DE are also in close proximity and available for Marylanders to attend. These three venues will enable the majority of Marylanders the opportunity to attend within a 1 to 1.5 hour drive. Written comments are treated the same as verbal comments received at a public hearing. So, if you are not able to attend one of these hearings, you are encouraged to submit written comments to ASMFC.

    There are a few elements of this Draft Addendum that may not be clear for which we want to highlight to you. They include:

    1) Spring Trophy Fishery - There is no mention of management options for this fishery in Draft Addendum IV. This is because the spring trophy fishery is considered a 'conservation equivalent' fishery to the coastal recreational fishery. What ever level of reduction and timeframe that the Board agrees to for the coastal recreational fishery at their October 2014 meeting will also have to be applied to the Bay's Spring Trophy Fishery from its 2013 harvest level. When we know what that level of reduction will be, the Bay jurisdictions will submit a conservation equivalency plan to the ASMFC for approval. The options that were distributed to you at your Summer meeting ( will provide you with a sense of what degree in management changes will be needed with the various reduction scenarios under consideration.

    2) Chesapeake Bay Management Options - The size and creel limit options included in the Draft Addendum for the Bay were developed under the assumption that these measures would be implemented by all Bay jurisdictions (MD, VA, PRFC and DC). If the Bay jurisdictions are not able to reach consensus on 'one' option because of different stakeholder preferences, the Bay jurisdictions can develop a management strategy under conservation equivalency for Board approval. Conservation equivalency provides the Bay jurisdictions the flexibility to develop a management strategy that best meets its stakeholder preferences while still achieving the approved level of harvest reduction. Summary point - we are not limited to only those options included in Draft Addendum IV.

    3) Coastal Commercial Quota Options - It is worth noting that based upon the Board's last meeting, Draft Addendum IV only includes options that provide a potential for this fishery to expand from its 2013 level. All options to reduce the coastal commercial fishery harvest from 2013 have been removed. Draft Addendum IV now limits the reductions to the coastal recreational fishery, and the Bay's commercial and recreational fisheries.

    Atlantic Coastal States Schedule Public Hearings on Striped Bass Draft Addendum IV

    Arlington, VA – The Atlantic coastal states and jurisdictions have scheduled their hearings to gather public comment on Draft Addendum IV to Amendment 6 to the Interstate Fishery Management Plan for Atlantic Striped Bass. The dates, times, and locations of the scheduled hearings follow.

    Thank you for posting. How come the only management options available for the Ocean Commercial striped bass fishery are for increasing the catch, not reducing it? Is that a function of effective lobbying by someone, or is there something else going on there?
