I made a bait pen last year using two 3' aluminum rings I bought at Bayside Bait and Tackle (they use them to make big drop nets for pier fishing). I then hoggringed 3' wide hardware cloth to the aluminum rings. I plan on making a simple hinged lid out of hardware cloth. I had plans to make 4 inlets at the bottom so fish could swim in but not out (like on a crab pot) but haven't made that part yet. What I wound up with was a three foot tall three foot wide cylinder with about 1/2 inch mesh. The best thing about it is it will sink thus being invisible from prying eyes. It can be sunk next to the dock and retrieved with a gaff. The project was labor intensive, hard, not cheap, and not finished yet but it will make a great bait trap/pen when it is done.

You can go to most any car wash shop and ask for one of their
30 gallon empty soap barrels. Usually their free.
