They took 67,000 Metric Tons of Menhaden from the bay last year, 16,000MT over the ASMFC quota.That\'s 147,709,727 pounds.Have you ever seen an abundance of prey without any predators nearby?We have no idea what Omega\'s bycatch is, because they won\'t allow observers on their ships.At a mere 1% bycatch, that\'s 1.47 Million Pounds of Striped Bass. Coincidentally, this is almost exactly the same number as Maryland\'s total commercial harvest.Wouldn\'t you think that if their bycatch is actually much lower than that they would want observers on board to prove it?\r\n

    \r\n One more thing about pointing the blame finger . Conowingo Dam. I witnessed a fisherman catching numerous limits of striped bass from shore. He would catch one and go to shore and put it into a plastic bag of a waiting person who wasn\'t fishing. He did this repeatedly with other people with plastic bags. I don\'t know if he was giving them away or squaring up later on the parking lot. I also know other fishermen , and I know no one on this board does this , but they take their family, children, grand children , neighbor\'s grand children and keep limits for all when they don\'t fish . Are you going to drop this in the objection /comment box when you complain about charters?\r\n

    \r\n Let\'s not forget the land owner who stands on his shoreline or pier and takes any size or quantity back to the house. There are too many fingers to point and you can\'t catch them all in action. It all boils down to who has the most power, money or ignorance for the law. We are destroying our planet and it\'s precious resources. Money and greed is the root cause of most problems we face.

    \r\n I\'m going to go catfishing in the late Winter and early Spring. I\'ll also be crappie fishing. Going to Kiptopeake for Black Drum in May and will start crabbing in June through October. Yellow perch in November and December....... Gary

So you can still send comments to DNR about the summer season rules for recs, charters etc. I& you’re pissed about the proposed creel limits, fishery closures, size limits etc let them know.     \r\n I couldn\'t be happier . Go out, catch your Striped Bass. Then all the catfish and white perch you want . If you have a small boat , you can stop in the river on your way back and top off the cooler with 5 bass pp, some crappie , maybe a snakehead or 2 . How many fish can you eat ? You should be happier than Huck Finn & Tom Sawyer on a raft coming down the Mississippi . Here you are in the land of pleasant living and worried abut 1 extra striped bass during the summer. How trivial .\r\n

    Across state and federal recreational fisheries and fisheries management, the operational definition of "recreational fishing" is that the harvested fish do not enter commerce-' + '-they are not sold or bartered. A third sector in some areas like AK is subsistence (it is legal to gill net salmon in AK for personal use in some situations).     \r\n The fishermen that go on a charter boat or fish recreationally on their own have the right to release all their fish if they want. I have done this myself on charter boats. No one can make you keep, kill your fish , or keep 1 if you like. If your Captain makes you keep 2 fish. Find another Charter Captain. Most of the people that are complaining about this don\'t fish on Charter boats. I\'m sure this was done to keep Charter Captains from going under. Under those circumstances, I believe there should be a termination date that this should be allowed . Lets say 5 years , then they have to go to the recreational limit.The size and bag limits could change by then anyway .By then they can decide if they can still stay afloat where they fish. I asked for the same requirement on 18 in. fish for commercials when they raised the recreational size to 19 in. The net size that the commercials had were designed t gill 18 in. fish. They argued hardship because they would have to buy new nets. Nets don\'t last forever and they should have given them a 5 year grace period to replace their nets , if the same regulations were in effect .I understand your gripe but I don\'t think it\'s a big deal.\r\n

    \r\n One more thing. We all know that there will be thousands of wasted dead discards this summer from fishermen insisting on catch a release. I believe all fishermen charter captains too , should stop fishing for striped bass after their limit is caught. You\'ll be doing more for the striped bass fishery than complaining about one fish two fish. Otherwise, we\'ll go to 10 fish no fish . You can comment on that during the summer fishery comment period.\r\n

    \r\n That would probably work better but how many fishermen would keep a small striper and not cull it? On lake Lanier Ga., where my son lives, they re allowed 15 stripers a day pp from 14 -22 in. but only 2 of the 15 can be over 22in. Open all year too.\r\n

    I read Lenny Rudows report today and it said CnR over March 1. DNR webpage still just posts the 4 reg options without any indication what the final rule is. Does anybody know which option was enacted? I could care less about keeping a rockfish any time of the year but love to CnR in the spring. Fully in support of tightening the regs (or moratorium). This whole thing is confusing to me. Am I missing something?\r\n

    I was talking about fishermen that would prefer a larger than just legal fish and releasing a 19 incher. The problem with that is fishermen don\'t understand nor care that removing fish slime from C&R is a major cause of waisting disease . They think that even if they catch a fish and release it without gut hooking it then there is no problem with the fish surviving . I\'m done with this conversation. Find someone else to gripe with. I\'m not interested\r\n

    \r\n You gentleman know that many fisherman fish for stripers for the sport and not the meat, right? These fisherman are also some of the most conscientious about the proper handling and treatment of the resource imo. These regs have eliminated the flats fishery and C&R in other locations in the month of April which is some of the most desirable striped fishing in this area to C&R lure fisherman. There is no science that supports this. Cold water C&R with lures and not trolling has a very low discard death rate and there is no evidence that catching stripers during this time prevents spawning activity.

    \nThe charter fleet getting 2 pp is also hard very hard to take. Picking and choosing limits due to financial interest doesn’t seem fair or logical.     They shut down cold water C&R because on paper they could show a bit more reduction to meet the ASMFC mandated reduction levels without actually taking a reduction. This would help keep the summer closure shorter with their "conservation equivalency plan" that gives charters two fish. (remember the ASMFC recommended 1 fish @18" for all with no other changes to the seasons, 3rd Sat in April - December 15th)

    \nStriped bass are managed in "waves", which are two month periods, and wave 2, which is March and April, included participation numbers from the first few weeks of trophy season historically. Because of this, on paper, they were able to apply higher participation numbers to those who participate in C&R. By applying those participation numbers, which as I noted included the first weeks of trophy season, combined with the 9% average mortality rate for released fish as used by the ASMFC, they were able to show a measurable reduction by having no-target rules for April.     \r\n You don’t have to be done with the conversation, outside of the c/r season. An angler catching and releasing a legal fish after two, by letter of law would be illegal. Now the dept can’t tell anyone what to do with their fish, they can say that after two legal fish released or in the cooler, they are now breaking the law.\r\n

    \r\n reading through the thread i feel motivated to share my thoughts.
    \r\n
    \r\nfirst, we all agree the fishery isnt what it was, and we need to intervene. that said, i think we all are willing to do our part.
    \r\n
    \r\nwhat i dont like is the 2 fish per charter and 1 per rec. i dont think someone chartering will change their mind whether it\'s 1 or 2 for them. this is especially true with the 18" minimum - they arent going to fish very long this year with an 18" min anyway. so it\'s a fast rock trip and perching whether it\'s 1 rock or 2 on a charter, and i just dont think that will change someones mind deciding to drop $600 for a day on the bay. you can agree or disagree, but thats my thought and i wont argue it with anyone.

    \r\ni support closing the season for parts - better than a total closure and fair/same impact to all.

    \r\nfor me - it will change my rock fishing for the upcoming year big time. obviously i lost the april days - ok, for the good of the fishery i accept that. I normally fish 12 of the first 15 days in April so thats a hit to me but fine i will use vacation for something else. i will fish may 1 - 8 and that will by my spring.

    \r\nmy summer will be much different than normal. the 1 fish rule will keep me from running 10 miles and grinding chum. not worth the investment in gas/chum for 1 per person for me. i will instead do some close to home trolling - less catch rate and more beer drinking - and more perching. so i will take the hit there as well - but am ok with it as we need to do something and at least i can fish a bit and this isnt a total closure.

    \r\nbottom line, we all need to share and own the problem and take a hit. i know the industry will take a financial hit - i saw it at the shows. in addition, charters will take a financial hit during the closures. tackle shops will sell less bait and take a hit from the closures. i will take a hit as noted. we will all take a hit in different ways - and it makes no sense to me to complain that my effect is worse than someone else\'s - it may be, it may not be, it all depends on who you are and what your opinion is.

    \r\nBut - we have to do something - we all know it. Hopefully this will be a short term thing and we can recover the fishery quickly.

    \r\nI am not complaining, but accepting the changes for the good of the fishery. I hope this is short term and it is all it takes.
