Default Virginia Fishing License - Seniors

So from what I'm reading on the web, In Virginia you are exempt from having a fishing license if you are 65 or older. Is this for out of state persons too? Or only residents of Va ?

This is what I found .

Individuals fishing without license under these exemptions are required to obtain a no-cost FIP registration prior to fishing.

65 years of age or older: No license is required, but these older anglers are required to obtain a no-cost FIP registration prior to fishing. Effective 7/1/13 there is a $5 optional lifetime saltwater fishing license for VA resident anglers 65 or older, if a person has purchased this optional license they do not need to register in FIP.

found out a positive answer from a friend.
He tried to buy a license at Wally World and they punched his info in the computer and it wouldn't take. The salesperson said they couldn't sell him a license because he was 65 .
So it looks like I'm good to go in Virginia.

As of Jan. 1, 2011, virtually every adult saltwater angler (16 and older) in Virginia will need either a valid saltwater fishing license or to register with the Fisherman Identification Program every year.

    https://mrc.virginia.gov/FIP/

The registration requirement applies to all anglers over 65 and to other anglers that are fishing on a MD license (including on a "boat license" that covers more than the boat operator).

The registration is to help account for and estimate recreational fishing effort and rec fishing harvest in all US coastal states. https://www.fisheries.noaa.gov/topic...l-fishing-data

Did he try to buy a $5 lifetime license or a regular license?

To be clear we are talking about salt water license. Freshwater still required.

You have to get the Lifetime Salt Water License from DGIF area office.

I got mine and they told me I only needed the FIP one time. It will be my # from now on. That was 3 years ago. I got everything at the same time and put it on a plastic card for 5 dollars. I got the freshwater, saltwater, trout and hunting. I use the same FIP every year for VMRC.
