I got from the virginia beach fishing center web site for there fishing report. for the 12 january. Does this mean they often can't see land while fishing for striped bass?

Awesome fishing today! These guys were fishing north near the Ramada and south near the Golf Ball. They were only about a mile off the beach which makes the charters feel so much better that they can see land from where they're fishing.
