Reg is a little funny this year, at least to me. Let's say I catch one 22, and then a 29. Good to go, one may be over 28. However, let's assume (naming no names) that I catch the 29 first, and then nothing under that. Per regs, "nothing over 28", but "one of the two" may be be over 28; if you don't have two, are you in violation? Guess you could always say you just haven't caught the second one yet you have all day to do it. And is that 24 hr date day, or 24 hrs between every two fish?
Based on last year, we would have kept one fish all season :-(
When the eeling gets going on the ES, most of the eelers basically go with 1 fish per person above 28 inches and never have or even bother with the schoolies 20-28 inches. The only difference this year is the 20 inches vs 18 last year. I agree the wording is not the best.
