A big part of them meeting the target reduction was the fact that the picking houses did not get the necessary labor in order to process the product. There were several months when the crabbers had no market.
Perhaps the main reason that the goal was met is that the population has been so destroyed from overfishing that there were not near any many crabs available to be harvested. This seems to be what the commercial crabbers have complaining about for the last year or two.
At least its being watched over and without the dredging it could come back quickly but time will tell..
I feel bad for the Men and Women who work the water and thier income but it was like the housing market ,, It was bound to crash at some point..
