Physical Disability Board of Review

Service members who have been medically separated since September 11, 2001 will have the opportunity to have their disability ratings reviewed to ensure fairness and accuracy.

The new Physical Disability Board of Review (PDBR) will examine each applicant's medical separation, compare DoD and VA ratings, and make a recommendation to the respective Service Secretary (or designee.) A disability rating cannot be lowered and any change to the rating is effective on the date of final decision by the Service Secretary.

To be eligible for PDBR review, a service member must have been medically separated between September 11, 2001 and December 31, 2009 with a combined disability rating of 20 percent or less, and not found eligible for retirement.

Thanks. On a slightly different note, a friend in my office was able to receive a lifetime saltwater fishing license for $5 for being only 30% VA disabled. The way I was reading the rules for the disabled lifetime license, one had to be 100% VA disabled to get the $5 license. I don't see any change in the rule but he sent in his application with his VA rating letter and got the lifetime license.

I'm at 30% and I've been reading the same rules that say a person has to be totally and (not or) permenantly disabled. Maybe there's wiggle room in the "totally" part or somebody in Richmond made a mistake.

There is no overall percentage you must be disabled, the only sipulation is that the disability is permanent and 100% service connected. Even if the VA rated you at zero percent, but said the injury was service connected you are entitled to the licesnce. The form is available at http://www.dgif.virginia.gov/forms/PERM/PERM-035.pdf. Just send in your Certification of Disability from the Federal Department of Veterans Affairs and highlight every item that says 100% Service Conected.
