You may have answered your own question, at least in part. He's getting his worm in the fishy looking spots before you if he's in the front.
My next guess would be to look at the quality of the rod/line you are using. With scented/flavored worms, the fish should hold on to the baits, but if there is a subtle bite he might be feeling that "tick" when the bait is slurped in, but you might be missing it.
