It may take a while, but yes. Right now there's a pretty cold wall of water exiting the bay... pushing them out. As the snow run-off/melt from this storm pushes down the bay, it'll be more of the same.
More honest answer is they don't leave. When the water gets much below 40 they lay dormant. If it comes back up, they will turn back on... at least thats my experience.
